1. How it Works
Adults and families with work-eligible social security numbers (SSN) can receive economic impact payments from the Internal Revenue Service (IRS) through the Consolidated Appropriations Act of 2021 and the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Some mixed-status families are eligible. The IRS issues a direct deposit, check, or debit card.
Payments from the Consolidated Appropriations Act of 2021
- You must have a Social Security number (SSN) to receive a payment.
- Households where one spouse has an SSN and the other spouse does not are eligible to receive $600, plus an additional $600 for each dependent with an SSN under age 17.
- Households where both spouses do not have work-eligible SSN are not eligible even if their dependent has an SSN.
Payments from the CARES Act
- The IRS provided payment for most qualifying households as a direct deposit during the summer and fall of 2020. Most people received their payments as a direct deposit from the IRS.
- You must have a Social Security number (SSN) to receive a payment. As a result of the retroactive policy change through the Consolidated Appropriations Act of 2021, some mixed-status families are now eligible.
- Households where one spouse has an SSN and the other spouse does not are eligible to receive $600, plus an additional $600 for each dependent with an SSN under age 17.
- Households where both spouses do not have work-eligible SSN are not eligible even if their dependent has an SSN.
- If you did not receive a payment or are affected by the policy change above, you may be eligible for the Recovery Rebate Credit when you file a 2020 tax return.
- The credit can be claimed on Form 1040 or Form 1040-SR.

2. Determine your eligibility
To qualify for payments under the Consolidated Appropriations Act of 2021, you must:
- Have a valid Social Security number. You can be part of a tax household where someone does not have a SSN.
- Not be listed as a dependent on anyone else’s tax return.
- Have filed a 2019 tax return or entered your information using the IRS non-filers tool for the previous stimulus payment. This includes recipients of certain benefits including:
- Social Security retirement, disability (SSDI), survivor benefits, Supplemental Security Income (SSI), Veterans Affairs benefits, Railroad Retirement benefits
- Social Security retirement, disability (SSDI), survivor benefits, Supplemental Security Income (SSI), Veterans Affairs benefits, Railroad Retirement benefits

To qualify for payments under the CARES Act, you must:
- Have a valid Social Security number. As a result of the retroactive change made by the Consolidated Appropriations Act of 2021, you can be part of a tax household where someone does not have a SSN.
- Not be listed as a dependent on anyone else’s tax return.
- Have filed a 2019 or 2018 tax return. You do not need to have filed a 2018 return if you receive certain benefits, including:
- Social Security retirement, disability (SSDI), survivor benefits, Supplemental Security Income (SSI), Veterans Affairs benefits, Railroad Retirement benefits.
- Social Security retirement, disability (SSDI), survivor benefits, Supplemental Security Income (SSI), Veterans Affairs benefits, Railroad Retirement benefits.
- Pass the IRS “substantial presence test” and have a valid Social Security number if you are a non-citizen without a green card.
- Have an adjusted gross income of $99,000 or less as an individual, $146,500 or less as a head of household, or $198,000 as a married couple.

3. How to apply
Here are your options.
Apply online
For most people, the IRS has already delivered payments from the CARES Act last year and will automatically deliver payments from the Consolidated Appropriations Act in early 2021.
The IRS delivered payments from the CARES Act to eligible adults who filed a 2018 or 2019 tax return or registered for a payment using the Non-Filers tool, and will use the same information to deliver payments from the Consolidated Appropriations Act in early 2021.
If you have not received either payment or believe IRS does not have the right information (you have a new offspring/dependent, you moved, etc.), you can file a 2020 tax return and claim the amount as the Recovery Rebate Credit.
- You may also need Notice 1444 Economic Impact Payment. This document shows how much of a payment you received in 2020, if any. This amount is needed to calculate any Recovery Rebate Credit you may be eligible for.
- Those with little or no taxable income are encouraged to use the IRS Free File Program.
- The City can help you find a website where you can file your taxes for free.
