New Payment for workers with low income who are excluded from other benefits

1. How it Works

Payment to workers with low income who lost income due to COVID and who are not eligible for Unemployment Insurance (UI) due to immigration status or other factors.

Update: Applications are open now.

  • This is a one time payment for New Yorkers who lost income during the COVID-19 pandemic.
  • Application forms will not include questions about citizenship or immigration status.
  • You must currently live in New York State and must have lived here before March 27, 2020.
  • There are 2 Tiers of compensation based on the documents that you can provide.
    • Tier 1 can provide up to $15,600 in benefits (minus taxes).
    • Tier 2 can provide up to $3,200 in benefits (minus taxes).
  • Benefits will be paid by a Visa prepaid card mailed to the address on the application.

2. Determine your eligibility

You may be eligible for the Excluded Workers Fund if you can answer yes to all of these questions:

  • Do you currently live in New York State and have you lived here before March 27, 2020?
  • Did you lose at least 50% of your weekly work income, or total household income at any time between February 23, 2020 and April 1, 2021 for reasons including:
    • losing your job?
    • losing hours at your job?
    • being unable to work because of illness from the virus?
    • or did you become responsible for most of your household’s income due to the death or disability of the head of your household?
  • Are you not eligible for Unemployment Insurance (UI) (or any of the pandemic extensions of UI) due to your citizenship status?
  • Have you earned less than $26,208 in the 12 months before April 2021?

There are 2 tiers of compensation based on the information and documents that you can provide. If you are not eligible for Tier 1 ($15,600 minus taxes), you may be eligible for Tier 2 ($3,200 minus taxes).

3. What you need to include

There are 2 amounts you may qualify for based on the information and documents that you can provide.

  • Tier 1 can provide up to $15,600 (minus taxes) in total benefits.
  • Tier 2 can provide up to $3,200 (minus taxes) in total benefits.

You will need to provide 3 types of documents:

  1. Proof of work
  2. Proof of who you are
  3. Proof of where you live

All documents submitted as proof of who you are (identity) must be:

  • Certified by an issuing agency (but a driver’s license, state ID, and IDNYC are considered a certified document by themselves)
  • Unexpired (unless otherwise noted)
  • In English, or come with a certified English translation
  • Not mutilated or damaged
