One Shot Deal | NYC Human Resources Administration (HRA)

1. How it Works

The One Shot Deal provides financial assistance to people who cannot afford an expense. This is usually, but not always, due to an unexpected event or situation. It is commonly used to help pay for rent to prevent or delay an eviction.

  • Emergency assistance can help those facing situations including but not limited to:
    • Homelessness
    • Eviction or dispossess
    • Utility disconnection or pending shut off
    • Fire disaster
    • Domestic violence
    • Circumstances that affect the health and safety of the individual or family
  • Applicants must have the ability to pay the related expense moving forward, if it is a recurring expense.
  • Most recipients will have to pay back some of the money for rent or utility arrears. This may not be the case if you are receiving Supplemental Security Income (SSI).
  • You may apply if you’ve received this in the past. If you did not pay back a previous grant, this will affect your eligibility for a new one.
  • HRA may take up to 30 days to make a decision. When possible, HRA will make a determination sooner and in time to stop the emergency from happening.
  • You must be a US citizen or have satisfactory immigration status to receive aid.

2. Determine your eligibility

Eligibility is determined on a case by case basis. Factors that may be considered include:

  • income (earned and unearned)
  • household size
  • the reason for the need, like as losing a job
  • available savings and resources
  • affordability of housing
  • disability
  • a future plan to pay expense moving forward
  • citizenship or immigration status

3. What you need to include

Specific documents will be requested on a case by case basis and may include:

  • Birth certificate or Social Security Number and/or a photo ID for each adult in the household
  • Proof of income for all members of your household
  • Bills or letters from the landlord for monthly rent, and rent owed
  • Copies of court orders
  • Lease

Here are your options.

Apply online

  1. Apply online for Cash Assistance through the ACCESS HRA website or the ACCESS HRA Mobile App. Indicate that it is for a “One Shot Deal”.
  2. HRA will call you to complete an eligibility interview.

If you have an active HRA Cash Assistance Case:

  1. Visit ACCESS HRA and log-in.
  2. Enter identifying information to ‘Find My Case’ and link to your HRA case.
  3. Select ‘View Case’ in the ACCESS HRA user home page.
  4. Select ‘Request Special Grant,’ located on the left-hand side.
  5. Identify the special grant you are requesting, complete the request and submit.
  6. Follow instructions in confirmation and submit required documents using the ACCESS HRA Mobile App.
