Fair Fares NYC (FFNYC) | NYC Human Resources Administration

1. How it Works

Fair Fares NYC is a City program that helps low-income New Yorkers manage their transportation costs. Eligible New York City residents receive a 50% discount on subway and eligible bus fares, as well as Access-A-Ride paratransit trips. Pay-Per-Ride, 7-Day (Weekly) and 30-Day (Monthly) Unlimited Ride options are all available.

Update: Due to the COVID-19 outbreak, all Fair Fares NYC offices are closed until further notice.

  • Submit your application online and then download the ACCESS HRA mobile app to add required documents.
  • You should get a Fair Fares NYC MetroCard in the mail within three weeks of approval of your application.

2. Determine your eligibility

You may be eligible if you:

  • Live in NYC
  • Are between and including the ages of 18 and 64
  • Have a household income that’s at or below the Federal Poverty Level (FPL) for your household size

Call 311 if you need help or have any questions about the Fair Fares NYC program.

Call 511

Call 511, after you call 311 to report your card lost or stolen, to request a refund. You may be eligible for a refund if you bought a 30-day fare with a debit, credit, or EBT card. You must call 511 before the end of the 30-day unlimited ride period to qualify for a refund.
